Why are some instruments, such as 236802452731, not available in Open PermID?

I understand the format; my question is about accuracy and availability. This concerns a RIC delisting followed by reuse.
Expected behavior:Before delisting: AZN.N → 25727313545
After delisting: AZN.N → AZN.N^B26 → 25727313545
After reuse (new instrument): AZN.N → 236802452731
Why is Open PermID taking so long to update AZN.N to AZN.N^B26 and to display the new PermID (236802452731)?
