Does that mean a person can practically hold roles that qualify for different codes (eg. 3 roles with 3 role level) but the "Sub-category" field will display only one primary code based on the hierarchy stated in the WORLD-CHECK REFERENCE GUIDE?

Yes, that’s correct.
A person can hold multiple roles that would each qualify under different roles or role levels. However, World-Check (WC1) applies a hierarchy when assigning the sub-category. Even if multiple roles are relevant, the Sub-category field will display only one value, which is the highest-level active role based on the hierarchy defined in the World-Check Reference Guide.
