I am not sure what you would like to do. According to the request message, you may want to create a report template for PremiumEndOfDayPricingReportTemplate.

The creation of the PremiumEndOfDayPricingReportTemplate report template doesn't support the ValidationOptions property. Please refer to the DSS REST API for the supported properties.

The PartialEmbargoedReportsEnabled property is in the /Users/UserPreferences endpoint, as mentioned in this How to Retrieve Early Partial Delivery of Embargoed Reports via DataScope Select REST API article. Therefore, you need to set it via the /Users/UserPreferences endpoint.
